The purpose of this Energy Action Plan (EAP) is to define the City of Downey’s long‐term vision for achieving energy efficiency in local government facilities and within the community. The driving force for City of Downey’s energy efficiency efforts includes demonstrating leadership through the implementation of cost‐effective energy efficiency improvements in their own facilities, minimizing costs associated with energy and utilities, and protecting the environment. – Energy Action Plan
