Climate Action Plans
Climate action plans are comprehensive roadmaps that outline the specific activities that an agency will undertake to reduce greenhouse gas emissions. Climate action plans build upon the information gathered by greenhouse gas inventories and generally focus on those activities that can achieve the relatively greatest emission reductions in the most cost effective manner.

City of Carson Climate Action Plan
The City of Carson’s 2017 Climate Action Plan features innovative Land Use and Transportation (LUT) strategies to reduce greenhouse gas emissions in the city and across the South Bay. Developed over 12 years of extensive field research on mobility, zero emission vehicles and destinations, these LUT strategies focus on multi-modal mobility, neighborhood centers, and mixed use planning to reduce greenhouse gas emissions the housing dense and transit poor South Bay region.
City of Encinitas Climate Action Plan
Encinitas’ 2022 CAP includes a vulnerability assessment to plan for sea level rise as a coastal community. The CAP is accompanied by a CAP Dashboard which tracks progress made on implementing City Actions such as clean and efficient transportation, carbon sequestration and zero waste targets.
City of Gonzales Climate Action Plan
The Gonzales 2018 Climate Action Plan (CAP) is a product of the “Gonzales Grows Green” Sustainable Community Initiative (G3 Initiative), an outgrowth of the City’s Vision Statement adopted in 2005. The CAP incorporates agriculture-related emissions and mitigation measures that feature the installation of solar photovoltaic systems at wineries and the agricultural industry center.
City of Rancho Cucamonga Climate Action Plan
Rancho Cucamonga’s 2021 CAP serves as a companion to its General Plan with measures to reduce the community’s contributions to climate change that are grounded in the General Plan’s core community values of Health, Equity, and Stewardship. Structural equity is a priority, and CAP measures involving physical improvements will be used to improve areas of the city where existing improvements are lacking.
City of Richmond Climate Action Plan
Richmond’s Climate Action Plan provides a framework of policies and programs to reduce emissions that were evaluated using a broad set of criteria, including public health and local economic benefits, equity, availability of funding and the ability to track and measure effectiveness. The CAP is accompanied by a CAP Dashboard that serves to monitor progress towards reaching the CAP goals, inform policy decisions, and provide data to the community.
City of San Diego Climate Action Plan
San Diego’s 2022 CAP establishes a community-wide goal of net zero by 2035, committing San Diego to an accelerated trajectory for greenhouse gas reductions.
County of San Mateo Community Climate Action Plan
San Mateo County’s 2022 Community Climate Action Plan (CCAP) is a strategic roadmap to guide unincorporated San Mateo County in preparing for climate risks and creating impactful greenhouse gas emission reductions. It uses current trends and provides realistic and vetted actions that will help the County reach its climate goals. It also includes a component that will help the County sequester carbon in their working lands and support the agricultural community by incentivizing climate beneficial farming practices.
City of San Rafael Climate Action Plan
San Rafael’s 2019 Climate Action Plan incorporates programs and projects to enhance the opportunity for equity and prosperity in the community through a variety of strategies ranging from low carbon transportation to green and healthy homes and more.
City of West Hollywood Climate Action Plan
West Hollywood’s 2021 Climate Action Plan was developed after a robust and equity-focused community engagement process. Many of the measures will bring economic benefits, such as reducing energy costs for businesses and households, reducing the City’s exposure to financial risks, and bolstering the community’s economic competitiveness.
